C it is.
This choice correctly compares 'owners'(plural) with other owners(plural).

E incorrectly states that the dwelling is free and clear...changing the meaning of the sentence.

ABD are all wrong in that the owner of a condominion apartment is compared to owners of cooperative apartments. GMAT condemns comparisons of unlike things/phrases.

E is wrong in that dwelling that is free and clear emphasizes that the dwelling rather than the title is free and clear. This changes the meaning of the sentence.

C is correct.
