Its C ...we need to match the plural owners of cooperative apartments with plural owners of condominium apartments ..

Here rule applied is Parallelism.
Since clause after comma has plural subject "owners", so one before comma shud also use plural subject "owners". So options left C and E.
Well why dont we match "apartments - apartments" , also look at...their dwellings...sounds correct.
So My vote for "C"

Your mistake was still in the parallelism.
