C it is

major problem: improper comparision between owner & Owners A, B, & D are out
E: changes the meaning; onwers have free & clear title, title is not free & clear.

i had it down to C and D. Eliminated all choices with 'while' because we want to show contrast in the sentence .... but why is D wrong ?

D compares "a owner of a codominium" with owners of coops in general. It's generally a good idea to keep the number of subjects in agreement. The intent of the sentence is to compare owners of condos and coops in general, and not a specific condo owner to many coop owners.

Comparison between owners of condominium and cooperative apartments

(A) While the owner of a condominium apartment has free and clear title to the dwelling, [Improper comparison number – eliminate it]
(B) The owner of a condominium apartment has free and clear title to the dwelling, but [Improper comparison number – eliminate it]
(C) Whereas owners of condominium apartments have free and clear title to their dwellings, [Hold it]
(D) An owner of a condominium apartment has free and clear title to the dwelling, whereas [Improper comparison number – eliminate it]
(E) Condominium apartment owners have a title to their dwelling that is free and clear, while [Comparison is correct but awkward construction – eliminate it]
