Yes exactly OA is C even i thought while attempting this question ,singular to be compared to singular and plural to plural !!! But somehow this strategy doe not work everywhere ,i had come across questions where this strategy is overriden by other grammar rules !! also whereas here appeared to lose in front of while !!though this is a 1000sc question !!!do we have any dedicated set of rule for such questions !!!

Many OAs mentioned in it are wrong. I am not sure if there are any rules, lets wait for some expert like incognito1 to comment.
