Actually there is no grammatical (or at least I cant see) mistake in A. If the non-underlined part was ", the owner of a cooperative apartment has ..." I would have picked A.

Is the OA C ?

Yes exactly OA is C

even i thought while attempting this question ,singular to be compared to singular and plural to plural !!!

But somehow this strategy doe not work everywhere ,i had come across questions where this strategy is overriden by other grammar rules !!
also whereas here appeared to lose in front of while !!though this is
a 1000sc question !!!do we have any dedicated set of rule for such questions !!!

1000SC doc has dubious origins. Many OAs mentioned in it are wrong.

I am not sure if there are any rules, lets wait for some expert like incognito1 to comment.
