Step1. Between x to y is wrong idiom; drop And C.
Step 2. Among B, D and E, B is using a comma after recession to join two independent clauses. This is a style error.
Step. 3. Bouncing back is a process that started sometime after the 2002 low and one that is still going on. Therefore the right tense will be a present perfect here, i.e. ‘has bounced’ Choice D is preferable to E

it should be between d and e. I prefer E because of simple tense, but with while it can be a present perfect.

use of 'has' bounced parallels with 'are' reeling.. . 'bounced' would have been read as "while the stock market bounced" initiating a thought that 'while it was bounced' something is to happen in parallel; whereas author is talking about comparison in current scenario; now that it has bounced - but still families are suffering - this is a sequence and not parallel activity.

two issues:

(i) Fix the idiom - "from x to y" or "between x and y" ....... Eliminate A and C.
(ii) Tense - keep the tenses close to each other when possible.......... Eliminate B and E.
