A is just fine

correct use of tenses - "have persisted" to imply that it is still persisting

"A"...no other sentence convey the same meaning of "Why someting happened"

"A" completes the sentence most naturally. This is an ongoing tradition...

C, D create a sentence fragment. Persisting as a participle creates a sentence fragment.

E: Persisting modifies the wrong word.

B changes the meaning of the sentence. How Vs Why.

Therefore my AC is A. The "throughout" in A tells us that a present perfect tense is needed.
