It is D, because even though the percentage of those who have retired to Florida within the last 10 years decreased, the total number of retirees has increased, thus probably compensating for the 3% who balked at sunny Florida. :)

A doesn't affect the fact that of all the people who retire, the people who go to F after retirement reduce 3%. So the argument is still valid, not being weaken.
