There is no blanket rule. If you don't have a bachelors degree, and you use that time to complete it, I doubt if admissions people are going to question why you did what you did. But they look at everything in context, which includes the profiles of your competition. They may wonder why you didn't complete it earlier. They may think it is a good idea for you to have completed it, but still find your overall profile less competitive, depending up on the nature of your work experience, grades, etc.
They are not usually impressed with people who look at the application process as a full-time occupation.
