If publishers are not responsible for the contents of newspaper, the conclusion gets weakened.

C and E are indeed very close and I struggled a bit to conclude E.

But saing that they are responsible does not explain why they are NOT working hard enough... They might work hard but inefficiently...
On the other hand, C may help up resolve a problem, because if they are not able to distinguish, than they can not be blamed for their malice...

Conclusion of the argument is : "Publishers are more interested in selling the newspapers than in providing the public with the truth"

Thus its more related to Publisher.

agree c and e caught my eye but c contained the word "always". Absolutes are usually (not an absolute :) ) give away that it is not the answer

I agree that negate E makes the conclusion weak. However, I cant pinpoint why C is wrong. Any one?

My try to negate C: "Fact checker are not always able to verify fact"= they do not work hard enough= support the conclusion rather than breaking it.

Conclusion of the argument is --"Publishers are more interested in selling the newspapers than in providing the public with the truth"

***Answer choice C does not address the conclusion..that's the problem with C....I think

The conclusion depends on the work done by the news verifier. So IMO the answer is C.
