when you have as great as or greater than and atleast as great as then as great as or greater than is 99% wrong 'cos it is wordy. But check out the the other constructs too.

E should be the right one.

1) here at least usage is preferred for concise

2) for parallelism.

E for me.

A. Use of ‘is’ is not right.
B. Use of word ‘that’ seems to be an attempt to further classify the phrase prior to underline part instead we need comparison.
C. Comparing apple and oranges. Need a word ‘by’.
D. Again comparison issues.
E. Just fine.

"as .... as .." Correct idiomatic expression. Hence, A, B & C are out, leaving with on D & E.

(D) as air conditioning's: Unclear as to what part of air conditioning is refered to.
