Let us split the sentence.
1. With a new park, stadium, and entertainment complex along the Delaware River, Trenton, New Jersey, is but one of a large number of communities - Here the SV pair agree in number.
2. that is looking to use its waterfront as a way for it to improve the quality of urban life and attract new businesses. Here "that" refers to the communities and acting as the subject for clause 2. SV Pair "that-is" is not in agreement. And pronoun error exists here.

POE:
A. is looking to use its waterfront as a way for it to improve the quality of urban life and attract - Error as mentioned above
B. is looking at using its waterfront to improve the quality of urban life and attract - SV error, Pronoun error.
C. are looking to use their waterfronts to improve the quality of urban life and attract. Correct choice.
D. are looking to use its waterfront as a way of improving the quality of urban life and attracting- pronoun error
E. are looking at using their waterfronts as a way of improving the quality of urban life and attract. Parallelism error. "at using their waterfronts as a way of" looks awkward

Here Option C is definitely parallel to improve the quality of urban life and (to) attract new business.
