E is saying that Kansas's population is actually in Singapore.

B is the answer. the reason in we need to compare like things , population by itself cannot be compared to Kansas, we can compare the population of SIngapoure by THAT of Kansas. so we need THAT in front of Kansas in order fo the comparison rule to hold. E is worded strange and changes the meaning of the sentence. its quite ambigious.
