B is the answer. the reason in we need to compare like things , population by itself cannot be compared to Kansas, we can compare the population of SIngapoure by THAT of Kansas. so we need THAT in front of Kansas in order fo the comparison rule to hold. E is worded strange and changes the meaning of the sentence. its quite ambigious.

Option E says: The same population of kansas is in singapore(in a much smaller area). This is fundamentally wrong since the population of kansas is in kansas and the size of the population in singapore is similar to that of kansas(the intended meaning).
