D.

b. "in the rise" - not idiomatic
c. "spending of administrations" - awkward phrase
e. "What with administrative spending still on the rise" - changes the meaning

between A and D i chose D because it is more concise.

It's a toss up between A & D. "A" sounds better but "D" is more concise. Do they have the exact same meanings? I don't think so...

B, C and E are akward. D sounds more concise.
