With all the recent news of steroid abuse in baseball, Congress has worried that the young fans of baseball will be tempted to try steroids, so they have argued that stiffer drug testing and stiffer penalties need to be in place in order to discourage steroid use at the professional level. I think its E. caus if the atheletes are affected, so will the fans interecting with those atheletes

It should be E - This is how I dissected the questions. Baseball league states fans will feel negative, why? because fans love players and do/follow them, so there is a chance that fans will find it odd for congress to intervene.
