Only after reading your reply I choose C. Immediately I choose A however the argumentation you give seems reasonable so I changed my opinion to C.

The OA is C

What is their goal? their goal is achieving
It sounds better than achievement
D, E are out
B-awkward
A-I think a could sound bettter with "as...as"
