I agree with C but I could not figure out a grammatical error in A. Can someone please shed some light on (A)?

I was confused b/w A and C and without replacing the options in the original sentence, I marked A  , my bad. I think C is correct: We have to read the introductory clause very carefully. I think the meaning of the sentence is - Scientists are approaching to implement the consistency (which was limited to manuf) also in farm animals. Let's plug-in A and C: A) With cloning technology, scientists are approaching...goal: achieving a consistency of quality and production in farm animals as once thought to be limited to manufactured goods. [ Meaning is changed here] C) With cloning technology, scientists are approaching...goal: achieving in farm animals a consistency of quality and production that was once thought to be limited to manufactured goods. [Use of the restrictive clause THAT is correct here to adhere to the correct meaning]
