A correct sentence?

Not quite -- need "One of the groups of students who drink beer..."

or "of the students that drink beer at the corner, one is considered an alcoholic."

Not quite -- need "One of the groups of students who drink beer..."

or "of the students that drink beer at the corner, one is considered an alcoholic."


Or.

One of the students who drinks beer at the corner considers himself an alcoholic.

Subject is 'communities', hence 'their'. 'Look to' is idiomatic. 'Look at' changes the meaning...

C it is.

Here all the communities are thinking on same lines, so we must use plural.

If the senetence is like this then we must use singular:

Cleveland is the only one of a large number of communities on the Great Lakes that is looking to its waterfront as a way to improve the quality of urban life and attract new businesses.
