With its plan to develop seven and a half acres of shore land, Cleveland is but one of a large number of communities on the Great Lakes [ Noun Phrase] that are looking to their waterfronts to improve the quality of urban life and [to : hidden ] attract new businesses.


That is actually connecting "communities".
In totality "communities on the Great Lakes".

IMO C.....thing which I learnt....."one of" can be used as singular as well as plural....one of plural subject + plural verb and one of singular subject + singular verb...

in this question that is modifying Great Lakes therefore C

A, D, and E are wordy because of "as a way".
"Communities" is subject so verb should be plural "are" and "its" is reffering to "shore land" singular so i'll go with C.
