for "one of many " sentences the following phrase should usually match the many. C seems to be the best option..

As it correctly puts the verb "are" for the subject "community" and restores parallel connstruction.

I think it should be either A or B cause one 'of a large number'....
so one is singular...then if you look at A or B....A makes more sense

I am not sure, but I would choose answer A.

its plan is singular, cleveland is singular, and I think one of a large number of communities is also singular.

Please correct me if I am wrong.

This one is harder than the one this link is in relation with.
My intuitive choice is B, I do not understand the "to look to" structure , the plural construction either
