With respect to Q 73 -

Ans is C, since phrase ' With no natural predators and expanses of green surban neighborhoods that allow no hunting' is a modifier of the noun deer population... it follows the rule that nouns should always be place immediately after or before the modifier.

FYI this a GMAT Prep question

With no natural.....no hunting should modify the deer population and not the wildlife officials. Also New Jersey deer population is not correct: "New Jersey deer" is not a type of deer.
C is the Correct Answer.

Questions 37 and 38 were posted incorrectly. Please refer to the manhattan gmat forum if you want to confirm what I said.
