Usage of "with" makes no sense as far as the choices "A", "B" and "C" are concerned. So we narrow down to either one of "D" or "E".
D is incorrect because ....." populations" is singular and " estimate to have" is incorrect usage.
Thus "E".

This is a clear C.
"With no natural predators and expenses of green suburban neighborhoods that allow no hunting" -- cannot refer to anything but deers or deer population.

I first thought it was D but after re-reading the first sentence modifies deers not new jersey. A little wordy but i finally got it.
