The first part before the comma is an introductory modifier modifying "U.S. citizens". Only E properly says that those citizens account for a part of the whole.

You are misunderstanding this question. Remember that the subject is the U.S. citizens, not the U.S. Hence, the citizens cannot "have" 5% of world population
