I think its E. Although accounting for correctly modifies "united states citizens" I think.

B & C are clearly out.
D is unidiomatic

Between A & E, I would go for E

A is out, sice it would be used if we were modifying "United States". But we are modifying "United states citizens".

You're right, it's E.
I didn't see the point that A and D don't match with citizens.

E is the best choice. 'although' suggest that the following facts do not correlate with the population.
