catgmat you are right but i think your explanation is a little off
the problem with D is :
the subject is united states citizens , so despite having 5 % of the population, united states citizens consume 28%...........
so this is saying united states citizens have 5 % of the population which is wrong
in E it says how united states citizens account for ..... thats the correct choice

Being is always almost incorrect in GMAT, though in some cases Being is ok, just because you cann't modify the sentence except it.
Let's try out the below one.
Because the enemy’s new ship is the quietest and it is therefore the most elusive submarine, it is being increasingly viewed by the military as a threat to security.
(A) and it is therefore the most elusive submarine, it is being increasingly viewed
(B) it is therefore the most elusive of submarines, and it has increased the view
(C) and therefore the most elusive submarine, it is being increasingly viewed
(D) and therefore it is the most elusive of submarines, there is an increasing view
(E) therefore being the most elusive of submarines, it is increasingly viewed

i agree with terp26.
Answer should be E but with a different reasoning.
Reasoning should be like :
With only 5 percent of the world's population, United States citizens consume 28 percent of its nonrenewable resources, drive more than one-third of its automobiles, and use 21 times more water per capita than Europeans do.
(A) With : Wrong for starting a clause with "with". Also subject is united state's citizens and there fore cannot be "with". "With" will go if subject is US.
(B) As :[color=red]same reason as first one [/color]
(C) Being : [color=red]being is not very correct in GMAT.[/color]
(D) Despite having : [color=red]having should modify US not its citizens.[/color]
(E) Although accounting for : [color=red]United state's citizens account for only 5 % of world population.[/color]
[b]Caas[/b] : It should be united state's citizens. Can you confirm ?
