A classic case of dangling modifier

a ... With the assistance of informants, cases often can be made against otherwise elusive criminals.; who is going to make the cases? The modified noun is missing.


b Cases can often be made against otherwise elusive criminals with the aid of informants.: criminals with the aid of informants? Who is taking assistance, the criminals or the Police?

c With the assistance of informants, we can often make cases against otherwise elusive criminals: We can make? Are we the police? Distortion of meaning.

d Otherwise elusive criminals can often have cases made against them with the assistance of informants ; criminals voluntarily wanting to have cases made against them? funny

e With the assistance of informants, litigators can often make cases against otherwise elusive criminals : the introduction of litigators solves all the problems. The dangling modifier finds its match; right choice.

cases are made by whom?

E clearly states who makes the cases against the criminals.

Cases aren't made against criminal by themselves. Look for meaning!

Good example of dangling modifier and meaning of sentence. However C solves the dangling modifier issue, the"we" in C changes the meaning. Hence E is the correct answer.
