"C" looks like an obvious answer.

All the other choices seem to strengthen the conclusion. Wonder what the OA is?

C for me too.
E1 – Business considers safety with resource limits
vs
E2- government safety limits productivity and competitiveness

option C -"governmental health and safety regulations have reduced costly accidents that previously reduced worker productivity" refutes the stated opinion on E2.
