Choice A does look tempting, but yes correct B is right because the ‘and’ requires the plural tense.

we need plural verb as we have two predicates

limited parental involvement and an abundance of administrative hassle

so were is needed. eliminate a, d,e
we need that after discovered So B is correct

As per my understanding, the teacher discovered that: that is important here because it introduces 2 discoveries. In this limited parental involvement and an abundance of administrative hassle doesn't seem parallel either. It should have been a limited parental involvement instead to become parallel

Experts please correct me if I am wrong.
