Choice A does look tempting, but yes correct B is right because the ‘and’ requires the plural tense.

we need plural verb as we have two predicates

limited parental involvement and an abundance of administrative hassle

so were is needed. eliminate a, d,e
we need that after discovered So B is correct

I do not think B is correct , because "there" does not refer to anything . The supposed referent is School but the School is in possessive form hence it can not be the referent. Please clarify if I have erred. I think C is the correct answer.

i am not an expert but i think they both ('limited parental involvement' & 'an abundance of administrative') play the role of noun at the context of this sentence. so they are parallel.
To check whether they are noun or not, you can separate the words involved in a noun such as 'limited' and 'parental involvement'. If 'limited' can act as verb then there should be another verb in the phrase (an abundance..) which comes after AND.
