The tense is simple present. A, B out for changing tense.
D is out because 'a substance to promote' is not idiomatic. Correct idiom is 'a substance that promotes'
E is out because'not a serious interference with' is not idiomatic. Correct idiom is 'a serious interference to'

C for me.
