I would pick D.

E is incorrect as "of" or similar thing is missing before "what has .."

D for correct logical comparison

E

2/3's what has been is missing 'of' and the the tense is incorrect as well

i'll also pick D
because, comparing 'earn to earn' and in E, 'what' can only be used while we are comparing 'what','when' and 'how'....
