Woodsmoke contains dangerous toxins that cause changes in human cells. Because woodsmoke presents such a high health risk, legislation is needed to regulate the use of open-air fires and wood-burning stoves.

Yes E is the only obvious choice ..woodsmoke ----> health risk ... where more woodsmoke ..poor air quality .... means more health risk ..... so it strengthen the argument .
