since PhD programs are not ranked, you will need to look at the general reputation of a school's masters and MBA programs. The more highly ranked a school is for business, the more difficult it usually is to get into their PhD program. Size of program makes a big difference too, so you might increase your odds by tracking down schools in the top 20 or 30 who graduate a large number of PhDs. Other schools are trying desperately to grow their programs, making admisssions easier. For example, GA Tech is in the process of expanding their Phd offerings, and therefore it is probably easier to get in right now than it once was because there are more spaces and no measurable increase in applications. Do some due dilliegence and you will uncover more. Also look to schools with a good engineering school, as these may show preference for your undergraduate background. the teaching is good, and ultimately you will need to find a place where your research interests will resonate.
