1: Since y >= 0 and |x -3| >= y, x could be anything, -ve, 0, +ve.
2: Since y >= 0 and |x -3| <= -y, x is only 3 because y is not -ve, so y (also -y) cannot be other than 0.

1) only is definitely not enough because x can be so many values (i.e. 3 4 5 ....)
2) only is enough because the minimum value of lx-3l is 0
since y is >=0 then -y can range from - infinity to 0
so we match minimum and maximum
we get x=3 and y =0

I'd answer B
