The answer is A. The news reports claim X as cause for Z , but the belief is Y is the cause to Z. A suggests that X occurs followed by Z and Y doesnt occur at all which clearly supports the argument that X can be the root cause of Z instead of the belief that Y is.

Answer looks A to me as well

A- In cases where X occurs but Y does not, X is usually followed by Z
X is occuring and Y is not ,i.e. X-> Z

A, best supports the hypothesis, because if y doesn't happen but Z is preceded by X, then suggest that X might caused Z instead of Y
