The ministry had hoped to attract top universities like Harvard, Yale, and Oxford, but instead, midlevel schools are taking the bait.

According to a New York Times article, "Midlevel Universities Look Into India Braches," these Tier 2 schools are "still far superior to the average Indian education provider."

Some of the schools that are showing a serious interest in opening satellite campuses in India include the Virginia Institute of Technology, the Georgia Institute of Technology, Carnegie Mellon University, and the Schulich School of Business in Toronto.

The target market for these new America-in-India campuses or American/Indian partner schools are "people who can afford an overseas education but do not want to send their kids overseas. People from business families."

The Schulich School of Business plans to open its India-based MBA program in 2013 near Hyderabad. The program will compete against Hyderabad's privately run Indian School of Business. Schulich's executive director of the Indian program, Ashwin W. Joshi, says, "There are people who are incredibly bright and people who can pay." International students at Schulich's home campus pay $24,000 per year. "I don't have any doubt that there will be any shortage of demand at these price points," Joshi continues, especially since the nearby ISB charges $35,000 per year.

While in general the Ivy League and other Tier 1 institutions "are simply not interested" in opening branch schools in India, officials at these schools do plan to increase their presence in India, albeit on a small scale. Brown will be opening an office in either New Delhi or Mumbai, and Columbia opened a new research center in Mumbai earlier in the year.

Are you thinking about pursuing an international MBA?
