If moving decimal points isn't your first choice, round the numbers and use powers of 10:

40,000 = 4 * 10$$^4$$
.01 = 1 * 10$$^{-2}$$
200 = 2 * 10$$^2$$

$$\frac{(4*10^4)*(1*10^{-2})}{(2*10^2)}$$

$$\frac{(4*10^4)}{(2*10^2)*(1*10^2)}$$

$$\frac{4*10^4}{2*10^{(2+2)}}$$

$$\frac{4*10^4}{2*10^4} = 2$$

when we round 0.0096 ...aren't we getting 0.001 ?

if so then then 40000 * 0.001 = 40

so 40/200 = 0.2

why is the answer C ?
Yikes - I had a bad typo in there. Good catch. +1

Round .0096 to .01
(We look at only one digit to the right: .009 = .01)

Now, 40,000*.01 = 400

[39,897 x (96/10000)]/(19876/100) = [40,000 x 100]/[100 x 20,000] = 2

when it's written approximately - good that you convert to round figures = (40,000 * 0.01) / 200 = 400/200 = 2 ans
