Focus on conclusion. The conclusion is that if you tried X, then either of two consequences can occur.
Okay i.e. the two consequences CANNOT occur together. Here you go, this can be an assumption. Lets see, if it fits the choices.
Hey C does the same.
Even if you negate C, then also you'll see that negation of C destroys the conclusion.

@ Marcab: I understood that answer choice No. 3 destroys the conclusion if negated. Please help in with what the reversal of this statement be?

I feel, it should be "some" in place of "no". I say so because negation always produces logical opposite. If its given that "no small businesses bla bla....", then its negated version can be "some small businesses bla bla....". Let me know what you think.
