Must be B.

Say, K is the number of newer cars of model X. So, 2K is the number of newer cars of model Y.

Total number of newer cars in the fleet = 3K.
Total number of old cars in the fleet = 250.

Find K.

Statement 1:
Although, it gives about number of cars of model X, there is no info about number of old cars of model X to find what is asked.

Statement 2:
3K+250 = 460. SUFFICIENT.

With B, you will get to know that there are 210 newer cars. Among them 140 are Y and 70 X. Hence, B.
