total miles 40 (8/1/5)
first 1/5 miles = 3.1
next 39 = 39*.4 = 15.6
total 18.7

rest of the miles = 8 - (1/5) = 39/5

charge for the rest of the miles = 39 *0.4 = 15.6

total charge = 3.10+15.6 = 18.7
