Shalom!
The first mile is computed as:
\$3.10 + \$1.60 ( \$0.40*4) = \$4.70
The second thru eighth miles are computed as:
\$2.00 ( \$0.40*5) X 7 miles = \$14.00

Therefore \$4.70 + \$14.00= \$ 18.70
The answer is D.

total miles 40 (8/1/5)
first 1/5 miles = 3.1
next 39 = 39*.4 = 15.6
total 18.7

first 1/5 mile charge = \$3.10

rest of the miles = 8 - (1/5) = 39/5

charge for the rest of the miles = 39 *0.4 = 15.6

total charge = 3.10+15.6 = 18.7

1/5 miles = 0.2 miles.

The cost of 8 miles long ride would be \$3.10 for the first 0.2 miles plus (8-0.2)/0.2*0.4 = \$3.1 + \$15.6 = \$18.7.
