Very tricky wording... Please rephrase this statement. I could not get the meaning...

"One component of the city's plans is to require that development seeking permission is to build this new housing to provide these additional facilities at no cost to the city."

Its A.
We have find a flaw in the city plan.
The aim of city plan is to attract new citizens, but point A clearly indicates that the cost of housing will increase and thereby not attract new citizens.

I don't get it.

So what if the costs are passed on, why is this a flaw in the city's plan?
