I go for E.

The first three are out because we dont know who is HE or HIS.
D is out because "in the same year as his appointment as ...". Should be "the same year as the year of his appointment".
E seems OK.

I like C.

E doesn't work for me becuase it isn't clear who got appointed to Joint Cheifs of Staff.

This leaves A, B, C. C seems grammatically correct.

I think I'm totally wrong again. It is very similar to the SC "letter of Mark Twain published in the same year that..."

I go for C.

I just did that Mark Twain SC yesterday and yes it is similar

yet in both cases the problem with D and E is a misplaced modifier... "THAT", if not separated by the commas, will modify the preceding noun or verb, so in D and E it is "Joined Cheifs of Staff" or "The Adventures of Huckleberry Finn" THAT DO SOMETHING and not the intended subject "A dedication" or "A letter"...

btw... Mark Twain's SC is in OG 10 #174 should anyone be interested.

B - 'appointed to chairman' is not idiomatic
D,E - suggests the joint chiefs of staff commemorated the buffalo soldiers
A - awkward....
C is okay. 'that he was appointed..' modifies 'year'

Will go with C.

"Same year as " is definetly incorrect.

That qualifies the clause correctly
