E it should be.
these many items can be distributed among...3 or 9 people.
if among 3 ppl...ratio will be 6:9:12 which if simpliofied is 2:3:4
if among 9 pp...ration ll be 2:3:4

hence cant b decided....hence E..

1) Insufficient. Doesn't tell us how many staff there are, just how the items were distributed.

2) Insufficient. Doesn't tell us how many staff.

Could be 3 staffs, each getting 6 pens, 9 pencils, 12 pads or
Could be 9 staffs, each getting 2 pens, 3 pencils, 4 pads etc

Using St1 and St2,
2:3:4
6:9:12 <-- three staffs
18:27:36 <-- nine staffs

Insufficient.
