The first thing that strikes me is that the phrases following "either" and '"or" should be parallel.

The last part of the original sentence 'either by the courts or amended legislation.' is therefore, incorrect.
With this, we can eliminate options (A) and (E)

In (B), the modifier "laudable in purpose" incorrectly modified 'haste' instead of the Act. Hence eliminate (B).

In (D), the placement of 'was' doesn't seem appropriate. It would have been fine had it been 'the was Act approved by the Congress in such haste' instead of 'the Act approved by the Congress was in such haste'

E. even though its purpose is laudatory, the haste with which the Act was approved by the Congress has left some identifiable gaping loopholes, omissions, and confusing points that will need to be addressed either by the courts or amended legislation

I don't understand how can D be correct, how do we know that 'its' is pointing towards, Congress or the Act ??....even D is ambiguous

Hi,

Here 'it' is not ambiguous because 'it' is at the beginning of the clause after semicolon and refers back to the logical antecedent of the main clause.

Difference between choices C and D

C- states "laudable in purpose" this can refer either to Congress or to act .. ambigious
Also it uses "it" again which is somewhat wordy.

Also intended meaning is haste of act result in something not the Act itself.

D corrects all the above errors
