I find this sentence convoluted. Let's break it:

Because a majority of commuters drive at least 100 miles per week: So, approximately every 10 weeks, they become eligible for a free rental. Okay so far. This free rental is borne by the producer of the car.

Now,
"the cost of the producer of making good the offer would add considerably to the already high price of electric vehicles."
That's something additional that we see. It says that the producer will increase the electric car price because it's giving the offer. Bad question, because the plan should have mentioned this in the passage.

Anyway, if it's true that electric car will become costlier, then another factor comes into picture. Money; something although not mentioned in the passage, but can be a good factor to fail the plan. B is the best of the lot.

So, as per B, the plan takes care of issue in the passage, but gives rise to another perhaps more concerning issue.

A. Many electric vehicles that are used for commercial purposes are not needed for extended trips.
This is a fact that doesn't concern the discussion. We're dealing with an issue where purchasers are drifting away from electric car because they can't use it for occasional extended travel. And here, this pitiful A is telling us about SOME electric cars that are not needed for extended trips. Neither the author of the passage nor should we be concerned about this. Simply: Out of scope.

Let me try

What is the concern for the producer - people dont prefer electric car because they often go for extended trips.

Solution thought by producer - to offer three days free rental of conventional cars.

Now, this solution thought by the producer will increase the cost of the already expensive electrical car (as mentioned in B), so i think B is the best fit.

We are concerned about commuters in general not with those who will be using eclectic vehicles only for commercial purposes. What about those who are using eclectic vehicles for other usages? They [i]may be needing these vehicles for occasional long/extended trips [/i]

Also, as the argument itself lays emphasis on the fact - major impediment to wide acceptance of electric vehicles even on the part of people who use their cars almost exclusively for commuting is the inability to use electric vehicles for occasional extended trips. This option is irrelevant.

(B) Because a majority of commuters drive at least 100 miles a week, the cost to the producer of making good the offer would add considerably to the already high price of electric vehicles.

The cost to the producer of making good the offer --> would add considerably to the already high price of electric vehicles.[/b]

This option means that the already high prices of the electric vehicles will increase considerably. That is, the customers will have to spent a significant amount of bucks for buying these vehicles. So, instead of the proposed offer, the considerable high price will then be the impediment to the wide acceptance of these vehicles. Therefore, correct answer.

(C) The relatively long time it takes to recharge the battery of an electric vehicle can easily be fitted into the regular patterns of car use characteristic of commuters.
so what?? if that is true? This option slightly strengthens the plan. So, incorrect.

(D) Although eclectic vehicles are essentially emission-free in actual use, generating the electricity necessary for charging an electric vehicle's battery can burden the environment.
Damage/Burden to environment is out of scope for the problem in hand. How does it prove that the plan is bad??

(E) Some family vehicles are used primarily not for commuting but for making short local trips, such as to do errands.
Some = Atleast One. So, if some people are using vehicles for short local trips that really does not matter. The primary purpose of the trip is totally out of context.

If anything, the vehicles are used for the short local trips then plan will be successful, if we think deep.

Your conclusion is correct AND you think "A" weakens the argument by attacking the premise.

Electric CAR is a subset of Electric VEHICLES; they are not same. One is a part of another.

A. Many electric vehicles that are used for commercial purposes are not needed for extended trips.
Many electric vehicles MAY JUST NOT include the electric cars at all.

Even if we change vehicles to cars.
Many electric CARS that are USED FOR COMMERCIAL PURPOSES are not needed for extended trips.

See this:
A major IMPEDIMENT to wide acceptance of electric vehicles even on the part of PEOPLE WHO USE THEIR CARS almost exclusively FOR COMMUTING is the inability to use their electric vehicles for occasional extended trips.

The premise talks about the people who use CARS for commuting; Statement A talks about the CARS used for commercial purposes. Two things are NOT talking about the same thing. Thus, OUT OF SCOPE.

Source is official yet something is not right here... i feel.

A. Is not relevant. Even if this statement is true, it does not threaten the success of the plan

B. Keep for now

C. Does not threaten success of the plan

D. Not relevant

E. Not Relevant.

So only B is left; hence B is the correct answer. However I am not sure if we could assume that the the added cost in executing the plan will threaten its success.
If B is true that the execution of the plan may be successful and yield the desired results but it may bot be financially viable for the company.
The question stem does not specify if the plan needs to be financially successful. It just asks if the offer will yield desired results...

I think A is not correct because of the limited scope of the option. The option suggests it is only for vehicles which are used as "commercial vehicles". However, Producers are suggesting the plan to be used for all vehicles sold. Therefore, the answer should B.

A talks only about commercial electric vehicles. the passage talks about electric cars that are used for commuting and such - so primarily for personal use not commercial. So A is irrelevant.

It is important to be clear on what the plan is.
So...what is the plan?
The plan is to "In an attempt to make purchasing electric vehicles more attractive to commuters..."
So, an answer would be something that would undermine the purpose of the plan.

why option E is wrong
Option E is essentially saying that if people drive their cars locally they will not be able to complete 1000 miles hence will not be eligible for the offer hence the plan would fail.
Please correct me where i am wrong.

It says some which mean "1-100" so even if some can't complete that doesn't mean the others can't. Hence there will be some cars which can complete. So it doesn't weaken our conclusion.

Why is (E) wrong.
If the customers can only get the free rental every 1,000 miles, wouldn't (E) significantly slows down the time when customers do reach that 1,000 miles?

If it takes me that much longer to get the reward, I might as well not bother buying a EV?

Can someone help me with this?
I didn't pick (B) because the EV car price was never mentioned in the passage.

Plan's prospects for success -> does not mean for customers only i.e. it should work for both producer and customer to be successful.

And in making it profitable for customers who drive frequently, producers will have to increase their cost bearing and lose their profit margins.

Only option B shows this flaw in an indirect way. All other options are unrelated.

It is important to be clear on what the plan is.
So...what is the plan?
The plan is to "In an attempt to make purchasing electric vehicles more attractive to commuters..."

Here are my two cents for this question

First vityakim has bought a very valuable information to light . This is what struck me when i read the question .
will get back to his point in a bit.

First, i don't see any conclusion stated in the passage ( there is unstated conclusion) . Why do i say so

A major impediment to wide acceptance of electric vehicles even on the part of people who use their cars almost exclusively for commuting is the inability to use their electric vehicles for occasional extended trips. ( author is stating a view or some fact / observation )

In an attempt to make purchasing electric vehicles more attractive to commuters, one electric vehicle producer is planning to offer customers three days free rental of a conventional car for every 1,000 miles that they drive their electric vehicle. ( This is a fact)

Now there is no conclusion till this part.

If we read the questions stem " Which of the following, if true, most threatens the plan's prospects for success?

From the question stem can i say that we have to provide some information that would shake our belief ' that the plan will be successful"

from this can i say that the argument want's to conclude that
the plan put forward by the producer will be successful,
that means the argument concludes that
hey purchasing electric vehicles would be attractive

So, we have to weaken the conclusion that " purchasing electric vehicle will be more attractive"

So B fits the Bill.

Now coming back to very important part that vityakim pointed out

Goal : To make purchasing electric vehicles more attractive to commuters
Plan: to offer customers three days free rental of XYZ

In business strategies we plan to achieve something. if the plan is not successful, we wont achieve the goal.

What could be the other possible weakeners?
What if the non electric vehicle association bring in a much better offer than bought by electric company.
What if the family always plans occasional extended trips in first 8 months and some other factor plays in and now to drive 1000 miles it would take 8 months where as earlier it would take just a month.

What if govt taxes people who drive more than 999 miles.

Let me know if my validation of argument is incorrect in any part.

A major impediment to wide acceptance of electric vehicles even on the part of people who use their cars almost exclusively for commuting is the inability to use their electric vehicles for occasional extended trips. In an attempt to make purchasing electric vehicles more attractive to commuters, one electric vehicle producer is planning to offer customers three days free rental of a conventional car for every 1,000 miles that they drive their electric vehicle.

Which of the following, if true, most threatens the plan's prospects for success?

(A) Many electric vehicles that are used for commercial purposes are not needed for extended trips.

(B) Because a majority of commuters drive at least 100 miles per week, the cost of the producer of making good the offer would add considerably to the already high price of electric vehicles.

Reasoning:
Currently people who own electric cars and are using them for commuting purposes, might be taking conventional cars for rent for extended trips. So that is an additional cost.

If the producer is offering a free rental for 3 days of a conventional cost, that results in a direct monetary benefit. But as option B says that this would result in increase of cost of electric car itself, so that would nullify the benefit so received.
