Hi AnishPassi AjiteshArun - my question is on E specifically in relation to C.

The OA - C definitely does not proove anything. Option C at best makes the prediction "A BIT MORE" likely" to achieve its goal.

But doesnt E make it a "A BIT MORE" likely" for the proposal to reach its goal by giving us an incentive for these folks who live far away. An incentive to now travel downtown inspite of the distance.

Below is how

- Per E, most cyclists live far away
- These cyclists will obviously not want to cycle downtown

AFTER THE PROPOSED REDESIGN
- These cyclists will be "MORE WILLING" to cycle to downtown

Why ? Because there are more bike lanes downtown than before and thus i have more space to cycle downtown. Given this new extra space, i am A BIT MORE willing to forgo my intial issue (i.e. large distance from downtown).

Does it gaurantee more cyclists will cycle dowtown and be willing to forget their long distance ? No

But there is an "incentive" for cyclists living far away to now cycle to downtown (albeit a small 'incentive')

Thus, I thought "E" did not proove the conclusion, but option E made prediction - a bit more 'likely' to be true, just like C did

Thus i could not eliminate E vs C

That’s an interesting analysis :)

Here are my thoughts:

1. Answer choice E states that such people live "at a significant distance from downtown urban areas".
2. The passage states that the city "is redesigning its central downtown area".

So, only the area that is at a significant distance is getting redesigned, and not the route to it.

I do not see the likelihood of a cyclist cycling a significant distance to reach the cyclist-friendly downtown area (and later cycling back) going up much, if at all.

Even if you believe the likelihood goes up a bit, do you feel the likelihood goes up as much as it does with option C?

In general, if and when you find multiple answer choices have an impact in the correct direction (which is rare but does happen), you choose one which impacts the most.

Between C and D
C compares the the similar situation in a similar sized city proven to be successful
D there is more of a meaning issue
firstly maybe we can argue that restrictions imposed on drivers rather than vehicles
secondly the lane restrictions does not make sense as it is already mentioned the city is being re-designed introducing new lanes ( cars and trucks cannot move around in cycle or pedestrian lanes ) will be having their own lanes so theres no point in putting restrictions

It's very tricky, I picked D but I dont think it should be C, here's why: the goal of this plan is not to make businesses "thrive" but to attract people, and this is exactly what D says, if the plan is implemented, then it's more likely that more people will come, thus strengthening the conclusion, whereas C said that similar plans have resulted in more profits for business.

IMO poor written question, maybe I'm wrong but even though C strengthen, D does the job better

would be hard to say if this is a 700+ level gmat question. The more crux is that the option C and D have relevance but C comes out more easy because it gives a hypothesis of similar conditions to be have worked for them just like the intended place which we are seeing.

The question wants us to find the info that will lead us to achieve the plan's goal. The big take away from the plan is to reduce vehicle traffic and increase bicycle/pedestrian in order to increase workers/shoppers for businesses.

A, B, and E are out of scope since the focus of those options isn't part of the plan goal.

D could be part of the plan to reach the goal, but it's not the goal.

C addresses the intent of the plan, which is to "attract more workers and shoppers to downtown businesses". Correct!

I would like to give my view point on why option D is wrong (chosen by most people).

(D) If the proposed lane restrictions on drivers are rigorously enforced, more people will likely be attracted to downtown businesses than would otherwise be.

Look at the modifier for people, it says more people but it doesn't say anything about workers in particular. e.g more customers are attracted to do shopping

Hi Anirudh16.

In GMAT CR, we can, and even must, use common-sense thinking in analyzing the arguments and answer choices.

In this case, common sense tells us that the people "attracted to downtown businesses" mentioned by choice (D) are "workers and shoppers." So, we wouldn't eliminate choice (D) just because it doesn't specifically say "workers and shoppers."
