Does it gaurantee more cyclists will cycle dowtown and be willing to forget their long distance ? No
But there is an "incentive" for cyclists living far away to now cycle to downtown (albeit a small 'incentive')
Thus, I thought "E" did not proove the conclusion, but option E made prediction - a bit more 'likely' to be true, just like C did
Thus i could not eliminate E vs C

That’s an interesting analysis

Here are my thoughts:
1. Answer choice E states that such people live "at a significant distance from downtown urban areas".
2. The passage states that the city "is redesigning its central downtown area".
So, only the area that is at a significant distance is getting redesigned, and not the route to it.
I do not see the likelihood of a cyclist cycling
a significant distance to reach the cyclist-friendly downtown area (and later cycling back) going up much, if at all.
Even if you believe the likelihood goes up a bit, do you feel the likelihood goes up as much as it does with option C?
In general, if and when you find multiple answer choices have an impact in the correct direction (which is rare but does happen), you choose one which impacts the
most.
