Can some one explain why each answer choice is right or wrong(especially B and C)?
can that refer to the year as it does in C?

A) A newly discovered letter by Jonathan Swift, written in the same year as Gulliver’s Travels were published -- --“travels were” published is SV error -- Gulliver’s travels is the name of a book
(B) A newly discovered letter by Jonathan Swift, written in the same year of publication as Gulliver’s Travels – means that the newly discovered letter was published Gulliver’s travels -- incorrect
(C) A newly discovered letter by Jonathan Swift, written in the same year that Gulliver’s Travels was published -- correct choice
(D) Jonathan Swift wrote a newly discovered letter in the same year as he published Gulliver’s Travels that – rejected because of absurd meaning
(E) Jonathan Swift wrote a newly discovered letter in the same year of publication as Gulliver’s Travels that ----- rejected because of absurd meaning as in D

D and E, changes the meaning of the sentence, ruled out.

Out of A, B & C

A & B are incorrect, A - were published - singular - should be was, B - unclear and incorrect

C correctly says that the letter was written in the same year, in which Gulliver's Travels was published

- Were published creates a subject - verb agreement issue

(B) A newly discovered letter by Jonathan Swift, written in the same year of publication as Gulliver’s Travels

- Changes the meaning

(C) A newly discovered letter by Jonathan Swift, written in the same year that Gulliver’s Travels was published

- CORRECT

(D) Jonathan Swift wrote a newly discovered letter in the same year as he published Gulliver’s Travels that

- Changes the meaning

(E) Jonathan Swift wrote a newly discovered letter in the same year of publication as Gulliver’s Travels that

- Changes the meaning

Hence, Answer is C
