The phrase "same year of publication" implies that the letter was published -- it has a "year of publication." But of course that's nonsense; it's a "newly discovered letter." So any answer choice that has this phrase is wrong on the basis of illogical meaning.

Can some one explain why each answer choice is right or wrong(especially B and C)?
can that refer to the year as it does in C?


D and E, changes the meaning of the sentence, ruled out.

Out of A, B & C

A & B are incorrect, A - were published - singular - should be was, B - unclear and incorrect

C correctly says that the letter was written in the same year, in which Gulliver's Travels was published
