A number of prominent educators question whether the decreasing enrollment of students in colleges and universities is a reversible trend and fear that if the numbers do not go up, many institutions of higher learning will simply go out of business.

To make the analysis much easier, let us isolate the first clause (of the parallelism) that contains the underlined portion.

Clause #1: A number of prominent educators question whether the decreasing enrollment of students in colleges and universities is a reversible trend

In Clause #1, a situation is presented (whose outcome is unclear). In such situations, we need to use 'whether'
. This is what we have in (A)

(A) whether the decreasing

Hence, (A) is the right answer choice.
