Official Explanation

(C), (B), and (E) change the meaning; in (B) and (E) the result is gibberish. (D) would make sense but would not be Standard Written English: the required conjunction in such an indirect question is “whether.”

The correct answer is (A).

To make the analysis much easier, let us isolate the first clause (of the parallelism) that contains the underlined portion.

Clause #1: A number of prominent educators question whether the decreasing enrollment of students in colleges and universities is a reversible trend

In Clause #1, a situation is presented (whose outcome is unclear). In such situations, we need to use 'whether'. This is what we have in (A)

(A) whether the decreasing

Hence, (A) is the right answer choice.
