a poll has revealed that 95% of the residents of essex county believe that the way to reduce violent crime is to build larger maximum-security prisons. when a referendum for the construction of a maximum-security prison in essex country was added to the ballot the following november, however, the proposal was voted down by a three-to-one margin.

which of the following, if true, forms the best basis for at least a partial explanation of the apparent discrepancy described above?

1. the threat of a life sentence in a maximum-security prison has been shown to be an adequate deterrent of violent crime.
2. the prison would have been constructed by a private company, and it would have been impossible for the county government to oversee the company's finances.
3. fewer than half of the registered voters in essex county voted.
4. much of the substantial cost of the prison could have been offset by increasing the tolls required to cross the bridge over nearby lake essex.

C - the people who voted (fewer than half) could be a representative group and so their opinion counts ... or could be that they are not a representative group and so their opinion does not count. We r looking for the 'best basis' and C does not offer that.

you are right, man. the answer is (e). but i also voted for (c). why (e) is better than (c)? okey, i agree we do not know what percentage of voted half is related to 95% of given residents, but let me ask: we may assume that considerable part of residents live near places, projected for prisons, thus turning (e) to be true, BUT we may also consider that those places are inhabited, can't we?

The answer is E because the poll asks for an opinion about prisons in general. However, the ballot measure specified that the prison be in Essex county. Hence, due to the NIMBY syndrome, the measure was not passed.

This is reasonable. People can like something in the abstract ---- until they are specifically asked to sacrifice.

C is not a good explanation because a 50% sample is unlikely to yield such disparate results unless there was an underlying reason.

Hi,
In the stimulus it is mentioned "construction of A MS Prison" - only one so how can there by such high distribution of 1 to 3 .in whole country that small area is covered by 66% of people ?. So how can E be correct. Thank you.

This passage does not appear to be from a reliable source, but to address the question, 1 to 3 is the voting margin. For every 4 people in Essex County who voted, 3 voted against constructing a MS prison and 1 voted for constructing a MS prison. Only voters from Essex County voted on that referendum, not all voters in the country.
